Legal Question in Personal Injury in Florida

Had an auto accident in the State of Alabama local police and State Troopers failed to do report. Now they are saying that the other one must have did it. So now I have no police report the insurance is refusing to pay my doctor bill. But they have fixed the car and paid the drivers bills.
