Legal Question in Real Estate Law in Florida

I'm buying a foreclosed house through an FHA loan. And the HOA fees on the house according the HUD was $700. The HOA is saying it's $1000. HUD is saying it's against the law for me to pay it separately, but now lawyers from both sides are involved for a mere $300 difference. Is there SOMETHING I can do to get this thing going? I'm in a time crunch, I banked on getting this house within the next two weeks, my lease is up then. Please help!
