civil rights and retaliation

f a condo board writes on its letterhead that it is going after a a particular unit owner for ''retribution'' and ''for money'' would this constitute an unlawful civil rights potential violation? Is there damage money in it that a lawyer would take a contingent case?

Further, if condo assoication refuses to install at tehir cost a shut off value to preven frequently large quantity of human sewage waste raw from backflowing in a condo unit-is this discriminatory? Especially considering it the unit owner is disabled under the law to all of the foregoing? Damages?

Nothing that you've described appears to impact your civil rights nor does it seem to involve discrimination.
