Fence relocation/ removing neighbors irrigation

We are replacing our wooden fence that currently sits 7 ft from the center of the easement (closer to our house). I have notified the neighbor that we are moving the fence to the center of the easement which will take away 7 feet of their backyard and provided them with a copy of our survey which shows there is a gap of 7 ft. They have shrubs and irrigation in that area. I spoke to the neighbor's wife - she asked me to speak to her husband. I left my phone numbers - no response. I then sent a certified letter which was signed for. No response from the neighbor and he has not removed anything. Is there any other legal requirement I must fulfill or can I have the fence replaced and remove any shrubs and irrigation?

If your fence interfers with the easment you have a problem. So to, your town zoning may require a set back for fencing.
