Legal Question in Real Estate Law in Florida

i live in florida and i have commercial property in side the city limits the city has bought all the land beside me and behind me there is a road to the side and in front and they have told me i cant park on the road either one of them they have tried to buy it and made me an offer thousands less than i paided for it many years ago and by not letting park on the street or there property i can do anything with it i need to know if they can do that and what steps i need to take to get where i can park there, there is not enough to park beside the building so i need some help please thank you,backed in a corner

Yes they can unless they took the property subject to a covenant to permit your use.
