Legal Question in Real Estate Law in Florida

I have lived in a park going on eight years. I have been approached to either kill my dogs or send to SPCA to be taken care of. All the managers that have approved them to be here and now he says he don't care. I am buying my home and wanted it to be my last home before I die cause I am disabled. I think sense been here for so long are grandfathered in. They are doing this to all people in the park. There is more that they are doing to which all of us feel unfair. They are charging everyone $30. regardless if they use that much water or not. I have talked to JEA and they say my bill isn't that much because I have no bill for water. They say they are not being honest and the water bill for water hasn't gone up so they don't know what they are doing. The people in this park need advise do to a lot of us are disabled, old and can't afford to move any where else. Please give me some advise for this and for the rest of the residents.
