Can a cop cite a reckless driving ticket in a privately owned lot ex:church, in the state and county of Fruit Cove FL.

Yes they can. Officers can enforce criminal laws anywhere within their jurisdiction. However, you may still have a defense because a judge may not consider this lot a travelled road. To answer that portion of your question, you should contact an attorney in your area.
