Legal Question in Wills and Trusts in Florida

I am a beneficiary of an estate, there are three of us. There is a condo involved in the estate and two of us (each holding a 30% interest in the estate) want the condo sold. The last person (who holds a 40% interest and is the Personal Representative of the estate), wants to keep the condo for a year so that she can use it in the spring (she does not want to put it on the market for another year). She has also declared that some funds of the estate will be held to cover the costs of maintenance of the condo for the next year. Can she do this when a majority of the heirs (over 50%) at least want the condo on the market to try and sell it?

This would require court action to stop her. Is she paying rent for its use?
