Two people are named in a will as having power of attorney. Can two people share power of attorney? Can one person act without permission of the other?

Yes, two people can share the role of power of attorney. Depending on the wording of the will, one can act without the other's consent or one must act with the other's consent. You will have to look at how the will was drafted to answer the second question.
