Can my sister do this?

My sister is executor of my mothers estate. She wants the things that she gave my mother as ''gifts'' during her lifetime, to be returned to her. I say they belonged to my mother and are now part of her estate to be divided between all the children. Does my sister have the right to go into my mothers home and remove the items?
