a person is using my password to read my emails and forwarding my emails to other people

I assume you have reported this to the police and sworn out a warrant.

The person can expect a long jail term. In addition to serious federal penalties, the person faces these Georgia penalties:

Any person convicted of the crime of computer theft, computer trespass, computer invasion of privacy, or computer forgery shall be fined not more than $50,000.00 or imprisoned not more than 15 years, or both. Any person convicted of computer password disclosure shall be fined not more than $5,000.00 or incarcerated for a period not to exceed one year, or both.

Of course for this to happen you need to be at the police department making a report and follow up with a warrant. Complaining online will not help.
