laws governing collection agency practices

can a collection not accept a debt conslidation agreement and still push on with legal action if the party that owes money has gone to a debt conslidation agency to combine all his bills to pay them off. the collection agency is in texas and the consumer is in georgia and the loan was orginally from new york. can they totally say no to the debt conslidation organzation if this consumer has already made arrangements for them to handle his situation.

Yes

The creditor/collection agency can take such actions unless it has signed an agreement otherwise. The agreement is only enforceable against those who signed the agreement.
