alleged child molestation case

I have a niece that alleged that she was molested by a landlord. She went to visit her father, which has no legal custodial rights to her, because he abandoned her many years ago. He started finally paying his child support and out of the goodness of my sisters heart, she let her visit her father. Her father called the police and told them she had been being molested. All of this was done and my sister, which is her legal parent and custodian, was not notified until the next day when a dfax case worker called to meet with her. Is it legal for all this to have gone on without her legal guardian being notified. Please let me know. thanks, dr

Was the father's rights ever teeminated by a court order? Was he ordered to pay child support? Those answers may determine if he, in the law's eyes, still has rights.
