My friend made copies of my private health issues and passed them out all around the neighborhood. Can i press charges?

Probably not, but since you chose to not tell us what was actually copied you can't get a firm response. How is a "private health issue" placed on a photocopier?

Why would a "friend" make copies of your private health issues and pass them around the neighborhood?

yes, you can bring charges IF you con convince the prosecutor to take a warrant. If not, then you must file a civil suit, which wil require you to spend money. Good luck.

You can't copy "issues" so my answer is no, as what you said is impossible.

If the "friend" obtained and distributed your ACTUAL medical records without permission various laws including HIPPA may have been violated, and if you can afford the legal fees, you may have some cause of action.
