Legal Question in Criminal Law in Georgia

a girl I know is being charged with distribution of marijuana. for aprox 3.5 grams. Another girl she worked with (who had personal relations with both the undercover agent and the girl who was arrested). told her to come to a motel to meet some friends and smoke. Upon arrival she tossed the bag on the table (no money was exchanged or asked to be exchanged). In the arrest report it does not mention anything about a CI.. the other girl was never arrested. From past arrest reports Ive read tho it dosent say a name, it usually says if a CI was involved. I have a feeling when the motion of discovery if filed it will remain the same (No CI involved). If this is the case, that sounds like an entrapment case (maybe these two girls had a personal issue between one another) The fact is the girl who was arrested dosent sell drugs.

Can anyone point me in the direction of some case law that would be similar to this? Is there any kind of civil suite that could be filed against either the county or the 2nd girl involved?

Note: This girl who was arrested has been charged for the same thing a couple years prior, and had it dropped due to no involvement in the matter. so this is the 2nd time.
