What constitutes as a ''sell of Cocaine''? Do the drug and money actually have to exchange hands of the accused?

The drugs and money do not have to actually exchange hands in order for someone to be charged with selling drugs. There must, in the very least, however, be an attempt to sell...so, if there was a conversation or agreement between the potential seller and buyer and the seller takes a substantial step toward completing the sale, even if the sale falls through, the person can still be charged.
