I am a grandparent whose son had 3 children out of wedlock but he signed the birth certificate, she has married since then but drinks and I am worried about dfacs taking the kids - what does he need to do to make sure that dfacs calls him or me if they need to place the kids somewhere else?

Signing the birth certificate is not enough. He has to legitimate the children. During the legitimation proceeding or after, he should also seek court ordered visitation or joint custody. When DFACS gets involved, he can contact the agency. If there isn't an open DFACS file, the mother or children will have to inform the agency of the father's contact information and status.
