Legal Question in Family Law in Georgia

my husbands divorce decree expired december 09 so does this mean he can stop paying child support and open a direct case with the state child support and ask for a dna test? If he can can he open a case where he lives or does it have to be where his daughter lives?

Divorce decrees do not expire. And, as a general rule, after a divorce, paternity can never be relitigated.
