Legal Question in Civil Litigation in Georgia

I live in Georgia. I am submitting a complaint in the small claims court against a person who lives in Maryland (Prince George's County). On 4/4/08, I loaned someone money which she never repaid. On 2/14/10, this person agreed to and signed a promisory note stating that she would make monthly payments. To date, she has not made a single payment. I believe the statute of limitations is three years. According to the law, the statute of limitations would apply to which date -- 4/4/08 (the day of the actual loan) or 2/14/10 (the day the promisory note was signed).

Are you suing on the note or the original loan and was does the note say? In what state are you suing? And what state's laws are referenced on the note? When you answer that, we would know enough to respond.
