If a pet was abused by an ex roommate almost 10 months ago and the dog's leg was broken in four places as a result, can I still press charges? Or is it too late?

People don't press charges. The state does. While that would be within the statute of limitations (a rtechnical yes), it is unlikely a court would address a complaint so many months later. Most prosecutors would question your motives for your unncessary delay.
