Health insurance cancellation

BCBS cancelled my wife's health insurance in spite of the fact that all premiums have been paid. BCBS will not return the overpaid premiums but they will reinstate the policy if I give them another 900 (plus). What can I do? BCBS acknowlefges receiving the premium payments. They tell us that it is our responsibility to call them when there is a delinquent payment. But we were never delinquent.

You failed to even mention their reason for cancellation, beyond hinting at late payments. You also fail to mention the facts surrounding notices of late payments and cancellation that insurers send and how those were dealt with. Then there is the issue of what the contracts say.
