Is it legal for a prospective employer to have a job offer contingent on passing a physical exam?

Sure. How else would employers know if they are hiring a person who is physically able to do the job, or healthy enough to perform the duties. Since you provided zero facts, why do you think otherwise, and what facts would you have to indicate it would not be legal?
