Performance review

My performance review went outside of the company I work for...it was sent to a group we collaborate with...my peers in my opinion. My employer also included some very nice things but some potentially damaging information about me personally. I have a copy of the email...I am not sure what I should do...this other agency could one day be a potential employer I am working on an advanced degree and I had planned to intern with the collaborating agency. My current employer was aware of this. I feel like this was done intentionally especially since I spoke to my supers boss and she explained that she has lost many employees to the other agency and she had to protect her agency. She said legally she could only report dates...she wanted to make sure if the other agency thought the employee was great she wanted them to know that the employee was lousy. Thats why she sends the reports outside our agency
