Legal Question in Landlord & Tenant Law in Georgia

I moved out of my rental at the end of December, my lease was up on January 12th. I provided a 30 day notice to my landlord. There was NO move in inspection sheet done. We were fully paid up in rent, I have all receipts. Today Feb 12, I get a letter with a list of bogus charges for damages as well as other items saying we own him. We did not do any damage to the home and do not owe him any money. In fact the house was in disrepair when we lived there and could not get the landlord to fix anything. He owns less than 10 units. Can he legally retain my deposit for "damages" when there was no move in inspection sheet completed? This is for the state of Georgia.

Send L/L certified letter return receipt requested demanding you security deposit

If not paid in 30 days, sue L/L in local Magistrate Court for security deposit PLUS statutory damages
