Do tenants have rights?

My apt. has a window unit that has air/heat, but does not heat the whole area. My bedroom and bath are cold. I spoke to the landlord and he says oh yes, this untit will keep it warm. What can I do to solve this problem. I am paying an astronimical electric bill and staying cold. I just moved in here December 2005 and have a one year lease. I live on disability and the rent uses up over half of my check. Please help me.

You need to look at the terms of the lease you signed. If the landlord is only required by the lease to provide that ac unit, than that it is all he/she will be required to do.
