If a dead tree falls on my property from the lot next door who is liable for damages to my car

It depends on facts you left out. Generally, if a tree had obvious defects ignored by the neighbor, a valid claim may exist. If, on the other hand, the defects were not obvious and the neighbor had no reason to know, or storm or wind (i.e, " Acts of God") played a role, it is a much weaker claim.
