Funeral costs responsibilities?

My brother passed away in Sept 2007. He has one sole heir, a 15 year old daughter. He had no beneficiary on record for his $100K pension or a $15K insurance policy.

Funeral expenses totaled $11,300 and my sister provided her name for responsibility of payment if assignment toward his insurance policy was not successful. The insurance and pension have been put in a trust for the minor child and we are being told the funeral costs cannot be paid for from them.

I am now sworn administrator of his estate and the funeral cost have been turned over to a collection agency against my sister.

Outside of the listed policies above, my brother's estate has an estimated $2K in assests.

What can I do?
