Letter of no administration necessary.

My mother was a cosigner on my loan. She passed in 2000 without a will she didn't own anything else, nor did she leave any bills unpaid. Where would I file the petition if she lived in another county in GA, but the home we have together is not in the county where she passed,can I decide where she considered her home to be. I have downloaded the probate petition to fill out. But if I can't find all my sibling because of drug problems can I write a letter stating i've exhaused all my resources? Are there any sites to help me fill out this petition because I am unable to pay a attorney @ this time? thanks.

File the petition to administer the estate in the county of her residence at the time of her death. However, you may not even need to file a petition. This is a bit complicated, so consult with a local attorney for more information.
