Can a person file for a change of venue if the case is

being bought before a judge who has personal interest

in the case?

The appropriate motion for changing a judge that has an interest in the outcome of a case, is substitution of judge for cause. Change of venue refers to switching counties, not just judges.

Change of venue generally refers to moving a case into antoher jurisdiction. If a judge has an interest in a case, there are other procedures available to seek a different judge.
