So i bought a car, planned to give 1000 dollars down, well the dealership forgot to collect the money, about a month later now theyre calling wanting the money, am i legally obligated to pay?

Assuming you were given a credit for this $1,000 from the purchase price, then yes, of course. You also apparently forgot to pay them the $1,000 you agreed to pay. Reverse the situation and consider how you would react if the dealer forgot to give you something to which you were entitled.
