Legal Question in Credit and Debt Law in Illinois

We contracted with ComEd for electricity when we moved into our condo in Chicago in February of 2007. We received our first bill last month (Oct 2009) and it is for one year of service -- approximately $800. Is there a statute of limitations on this type of failure to invoice? Can ComEd bill us for service from one year ago?
