Legal Question in Credit and Debt Law in Illinois

I was served a summons on Sunday of this week for a 1999 old deb collections bill. I have to file an answer by Feb 9, 2010. The creditor has tripled the original debt. How can I negotiate a low settlement with the creditor? Do I need an attorney? How can I handle this situation intelligently without getting burn?
