illinois law on statutory rape and other possible sexual offense

Is it illegal for a 17 year old male (who lives in Iowa) to participate in sexual acts with a 30 year old female in the state of Illinois while visiting her in Illinois? Say there were previous emails and phone calls between the two for at least one year that clearly imply a 'dating' type relationship. Would that be illegal as well?

The female could face significant criminal liability.
