how is amount of child support determined?

I was wondering how child support is determined in IL (Cook Cty) courts? Is it solely based on the non-custodial parent's income, or is it a balance between the two parents?

Illinois Courts determine child support payments by using a percentage formula:

Number of Children

Percentage of Supporting Party�s Net Income

1 20%

2 28%

3 32%

4 40%

5 45%

6+ 50%
