Legal Question in Family Law in Illinois

Am I able to sue a state for failure to collect child support? I have 3 documented occasions where a state collected support for a child born after mine totaling over $5000.00 that could have been collected but was not. The state did collect for another child but not mine...I live in a different state and have followed all rules saying that I have to deal with my state and not the one where the order the noncustodial parent resides is....I AM SO FRUSTRATED, an answer would be greatly appreciated.

No - the state is immune. If you are aware of any assets of the payor, you can go after the payor (unless you are receiving assistance, in which can the money may be the states.)
