nieghborhood rights

do nieghbors have the right to make noise in their own house? my husbands band occasionally has to practice upstairs. They played for 2 hours, sunday afternoon between 3 and 5.. even though I can hear the T.V. down stairs, a complaint was given the police. When can they legally practice? These are older men ages 45 to 60 years old. not juveniles..I've heard car stereos louder than they play. Do they have a legal right to practice?

You must see what your city's or municipalities noise ordinance dictates. Generally, you are entitled to the quiet enjoyment of your home so long as this quiet enjoyment does not infringe on your neighbor's right to the same.

Your best bet is to look at the ordinances--most city's and municipalities have them listed on their website.
