Legal Question in Civil Litigation in Illinois

The substantive criminal law is adherent to state jurisdiction, though criminal procedure is static nationwide jurisprudentially .What about private law, is there similar procedure as criminal procedure in criminal law, that in its turn is a part of public law, that comprises: constitution law, and administrative law, either how procedurally those last two are regulated respectively?

Gee, this sounds like a homework assignment or test question for a school..... Unfortunately it is so confusing it is impossible to answer. That being said, about the only thing I can pull out of this mess of a question is that a lot of our criminal procedure laws (which includes both states' laws and federal laws) are limited by federal (and State) constitutional law (such as search and seizures, etc.). The congress (or state legislature) is obligated to try to enact laws that are constitutional, and the courts have the power to review the laws and determine whether or not they are constitutional.
