If a person's income is a low income and he gets welfare or other assistance from the government, he may not qualify as a joint sponsor under the Affidavit of Support. Any sponsor has to prove that he has income and that his income is above federal poverty guidelines for his specific household size plus an intending immigrant.

Yes, by signing the affidavit, one becomes financially responsible for sponsored immigrant (shared with the primary sponsor).
