Brother and I on renter's lease, he is not paying anything

My brother and I have lived in this apartment for 4 months and he has payed minimal money, and I have had to pay everything, he feels he is not entitled to anything even though he is on the lease. I talked to the leasing agency, and they can do nothing about it.

If you and your brother both signed the lease, then you are both fully liable for the entire rental payment (the liability is NOT split in half between the two of you). This means that if you or your brother fail to pay the rent, your landlord can sue YOU for the FULL AMOUNT that is due (or the landlord could sue only your brother, or he could sue you both.)

Therefore, your leasing agency is correct that they do not have to do anything to force your brother to pay. It is entirely up to you and your brother to work this out and to pay the entire rental amount.
