I need to sue a former tenant but don't have his correct address to serve papers to.

To get "personal jurisdiction" and a valid money judgment, you will need to serve the tenant. So you will need to hire someone to locate the tenant. It should be someone who at a later date is authorized to serve court papers should it become necessary. Some people call this a "skip-trace".
