State Authority Hierarchy: Who has authority over department of transportation

Who controls Illinois' Department of Transportation (who has the ability to reform their laws or hold them accountable)? The law I am interested in is The Tort Immunity Act: who it protects and doesn't protect, as far as bicyclists on Illinois roads. If there is a flaw in this law, who has the ability to reform or bypass this law? What parties made the law official in the first place? Thanks.

The Tort Immunity Act is a statute that is recognized as a problem by many, but only the General Assembly and the governor can change it. The statute was created, as are all statutes in Illinois, by a bill that passed both houses of the General Assembly, and was signed by the governor.
