Fake Food

Is it illegal to use comps/mock ups of fake food on food packaging where it is going to be perecived by the consumer to be the ''actual product''? Example: pizza box has a picture of pepperoni pizza on the outside. Pizza used in the picture is fake, but on the box says ''pepperoni pizza''. Doesn't necessairly say ''actual product'', but is perceived to be that way by consumer. Thank you!
