Can an Illinois property that was used as residential (zoned commerical) be sold as residential if it has been vacant for two years?

Can't tell from this info. If something was given special zoning and is not used for the special purpose, it can "revert" to the "underlying" zoning (commercial). Would need to know how it was zoned residential and if there were any conditions attached, when it was done, and what the local zoning codes are to determine if there may have been a reversion. It it was truly rezoned as a zoning amendment and map amendment, you may be safe.... again would need to review all the above to provide a more reliable response.
