Legal Question in Tax Law in Illinois

Illinois withheld my tax return this year stating that I had not paid my taxes back in 1989. I have always paid my taxes but have no way of proving it since it was 21 years ago. I have never been notified of this before now. I called Illinois IRS who told me to download a form and fill it out. the form basically is asking me to have them not withhold any more taxes and to just have them keep the money they already withheld. At the end of the form it asks me to sign my name admitting guilt. I am not guilty and feel the owe me the money they withheld this year. What should I do?

What kind of information did they send to you detailing the back taxes you owed?

How much was the withheld amount?

I am not advising you as an attorney, but if I were in your situation, I would first attempt to get all the information available before deciding whether to pursue it. Oftentimes tax records are not available so many years back, and they may have trouble verifying the information. If so, you might have a chance to dispute it entirely.
