Statute of Limitations

I received a ticket several years back for no insurance and was not able to pay the fine off in time which resulted in a hold being placed on my license. However, I was never informed of the hold being placed. I recently tried to get my license again and found out about the hold. I was wondering if there is any statute of limitations on a fine for no insurance, or what i can do to be able to get this matter cleared up.

A statute of limitations is in relation to (among other things) the filing of charges for an offense. Once the charges have been filed the statute does not apply. It sounds as though it does not apply in this case. The manner in which your license may be cleared requires an appearance in court in the county where you recieved the ticket. The "stop" on your license is likely a failure to appear suspension, that can only be removed by going to court. The assistance of an attorney is likely needed and I would be happy to talk to you. The question you posted says that you reside in Arkansas, but the question involves Illinois law. I must assume that the original ticket was in Illinois, and I can tell you that your failure to pay the fines and so forth was sent to the Secretary of State's office and made available to all other states. In addition, the Court where you owe the money may have issued a bench warrant for your arrest. I would very strongly suggest that you hire an attorney to contact the Court and the State's Attorney's office in the Illinois county where the original charge arose. It is possible that the attorney may be able to get the warrant cancelled and clear up the problem with your license if you are able to pay all fines, and court costs incurred.
