Fees for Transfer of a Flat

I have purchased a flat in Pune, Maharshtra, India, and the transfer charges demanded by the society are Rs.25,000/-. The previous owner (my relative) had purchased the flat 3 years ago for Rs.8.25 lacs. I have bought it from him for Rs.10 lacs. I am told that as per the Society laws, the society can charge transfer charges upto maximum 2.5% of the profit on sale of the flat but not exceeding Rs.25,000/-. What is the actual rule in this regard and what is the latest directive about the rate at which the transfer fees can be charged. What document can I give the society in support of the said ruling to convince them about the legality.

The bye-laws of the society, has to be seen for this purpose. You need to consult local lawyer for this, or you can also provide us with the documents.
