Citizenship-my mother needs help

Can anyone please explain what this exactly means?

By Naturalisation (section 6)

Citizenship of India by naturalisation can be acquired by a foreigner who is ordinarily resident in India for ten years (continuously for the twelve months preceding the date of application and for nine years in the aggregate in the twelve years preceding the twelve months).

My mother had applied for indian citizenship in 1991-92 but still she has not been granted.She has been residing in india for tha past 48 years.Can the above clause help her in getting indian citizenship?

Your mother is certainly eligible for Indian Citizenship.In case the authorities are not considering her case she should file a petition in the Supreme Court.
