Can I file the compalint?

without any evience can I file complaint or FIR in the matter of Kissan Vikas patra (matured amount of Rs. 127000) The post office authorities hv called me to show the papers bt didn supply me the copies which i hv applied by RTI Act

Go in appeal as provided under RTI Act.If you have particulars of Vikas patra then you can proceed with the matter.

What part of India you belong to? Well if you have applied under the RTI ACT they are supposed to supply the copies of the same. Yes you can file a complaint of fraud and negligence against them. Please consult a local lawyer.
