File a complaint before a crime against women cell for torture and istridhan etc. against your inlaws .

as you want to stay with your husband, there is no need to go for any punitive measures to get your stridhan back at this juncture. ask your husband to speak to your father in law and get your rights back. any legal action, that you propose to take in future, should be taken after your husband agrees for the same.

if it is a joint family set up, how can you say that your streedhan is with your f in l or with m in l?

In a joint family set up, possession by one is possession by all. if you are otherwise happy with your husband, why do you want to file a complaint against f in l and m in l only. some time peace is to be bought. you must weigh two things, peace versus value of things. do u think your husband would love a situation, where you say that you want to live with husband but file a complaint of torture only against his parents.

however, if you are not even happy with your husband, you may file complaint against one and all claiming streedhan.
