Legal Question in Employment Law in India

My father was working for Railways and got voluntary retirement in the year 1977,after completing a service of 18 years.Father Expired in 1989.My mother is a Pensioner for Railways.Pension amount was credited to Vijaya Bank account..

But Vijaya bank was giving Excess Credit to the pension a/c from past 1 year which is around 80000.This was noticed by bank after a year during their year end audit.Later the same hasbeen brought to our notice also,also Bank employee do not know what amount of Pension should be credited to my mom a/c.Then we agreed to pay the excess amount in the future months by debiting Rs.500 P M.But Bank is not agreeing for it they are asking to return the complete amount in one shot.Which is not at all impossible for our financial conditions.Now the A/c has been frozen by the bank from pas 1 year.
We are ready to return the excess in monthly installement.
It was the bank's mistake of giving excess credit., kindly assist me what steps i can take to avoid the repayment @ One shot.Is there any legal remedies available for this.
Kindly suggest,,,

Also request to activate the said a/c, which is on freeze

complaint to banking ombudsman

the fault was from there side if u are ready to pay than in that case they can not freeze such account
